MONROVIA – The Ministry of Finance and Development Planning (MFDP) has placed Massayan Sorsor, a director within the ministry, on compulsory administrative leave and forwarded his case to the Office of the Ombudsman for investigation.
The decision comes in response to a widely circulated video on social media showing Sorsor physically assaulting an elderly man, identified as Pa Gayflor. The video, which surfaced on Facebook on Saturday, March 22, 2025, triggered public outrage, prompting the ministry’s senior management to take immediate action.
In a statement issued later that night, MFDP disclosed that its Human Resources and Legal Units reviewed the incident and determined that Sorsor’s actions violated Section 4.3 of the Code of Conduct for public officials and employees. The provision mandates that all government employees “exhibit good conduct at all times, both at work and off-duty.” Based on this finding, the ministry’s leadership endorsed the recommendation to refer the case to the Office of the Ombudsman, which is responsible for investigating breaches of the Code of Conduct and imposing sanctions where necessary.
The incident has further fueled public anger due to Sorsor’s alleged remarks following the assault. In the video, he can be heard dismissing any potential legal consequences, reportedly stating, “Let him go to court. I don’t care.” Family members of the victim have also accused Sorsor of boasting about his wealth and influence, suggesting that he would face no repercussions.
In its statement, MFDP emphasized that all government officials and employees are expected to uphold high standards of behavior, warning against actions that tarnish the ministry’s reputation.
