The company, supposedly originating from Kiev, Ukraine, bears the signature of an individual named Herman Huluchenko, claiming to be the Energy Minister of Ukraine. These documents were allegedly notarized in Texas, USA, bearing the signature of Zachary J. Fowler, a notary officer.
