MONROVIA – President Joseph Nyuma Boakai has taken a significant step to enhance transparency, accountability, and efficiency in Liberia’s governance by signing the Performance Management and Compliance System (PMCS) contracts and the Code of Conduct alongside public officials. The ceremony, held at the Executive Mansion on Tuesday, December 11, 2024, was attended by Cabinet Ministers, heads of agencies and commissions, development partners, members of the Diplomatic Corps, and civil society representatives.
According to an Executive Mansion press release, the event marks a turning point in Liberia’s governance framework, demonstrating widespread commitment to the principles of results-oriented leadership and ethical conduct.
In his address, President Boakai described the PMCS as a cornerstone of his Administration’s ARREST Agenda for Inclusive Development (AAID), emphasizing the importance of measurable performance goals and consistent evaluation.
“This system represents a fundamental shift in governance. We have established clear performance targets for every ministry, agency, and commission, and we will continuously monitor and evaluate progress,” President Boakai stated.
The PMCS aims to address inefficiencies in public administration by fostering a culture of accountability and improving service delivery. It requires public officials to meet specific performance benchmarks while adhering to the ethical guidelines outlined in the Code of Conduct, which was also signed during the ceremony.
President Boakai underscored the initiative’s focus on delivering tangible results that directly benefit Liberians.
“Governance is not about making promises; it is about delivering results that improve the lives of our people,” he said, reaffirming his Administration’s commitment to meaningful progress.
President Boakai extended gratitude to development partners, particularly the United Nations Development Programme (UNDP), for their support in realizing the vision behind the PMCS.
“To our development partners, especially the UNDP, we extend our deepest gratitude for your support and belief in Liberia’s potential. This partnership has been instrumental in making this vision a reality,” he remarked.
The ceremony also highlighted the contributions of the Cabinet Secretariat and the PMCS Technical Working Group in advancing this initiative. President Boakai commended their efforts and called on all government leaders to fully implement the system.
He concluded by urging Liberians to rally behind the Government’s efforts to build a more accountable, inclusive, and efficient administration.
“This marks a new era of governance in Liberia, where accountability and performance are non-negotiable. Together, we will work tirelessly to meet the needs and expectations of our citizens,” President Boakai declared.
