LRA EXPLORES ZAMBIA’S DIGITAL TAX ADMINISTRATION TO STRENGTHEN REVENUE REFORMS

MONROVIA – A delegation from the Liberia Revenue Authority, led by Commissioner for Domestic Tax Margaret P. Krote, is undertaking a five-day benchmarking visit to the Zambia Revenue Authority (ZRA) in Lusaka as part of the Authority’s efforts to strengthen Liberia’s digital tax administration and accelerate revenue modernization.

The ATAF-sponsored mission brings together officials from the Liberia Revenue Authority, Malawi Revenue Authority, Revenue Services Lesotho, and the African Tax Administration Forum to exchange experiences and learn from Zambia’s successful digital transformation journey.

Hosted by the Zambia Revenue Authority, the delegation is examining ZRA’s integrated digital tax ecosystem, including its TaxOnline platform, Smart Invoice electronic invoicing system, data analytics capabilities, information technology architecture, and technology governance and operating model. These systems enable electronic taxpayer registration, tax return filing, payments, document verification, and e-invoicing, while enhancing transparency, operational efficiency, compliance, and service delivery.

The study visit is a means of gaining practical technical and operational insights into the design, implementation, and management of modern tax administration systems. The lessons learned will support Liberia’s ongoing revenue administration reforms, including preparations for the nationwide implementation of Value Added Tax (VAT) on January 1, 2027, and the expansion of digital services that make tax compliance simpler, faster, and more convenient for taxpayers.

Commissioner for Domestic Tax Margaret P. Krote described the benchmarking mission as a vital step forward in the LRA’s digital transformation journey, emphasizing the importance of learning from administrations that have successfully modernized their tax systems.

“As Liberia prepares to implement Value Added Tax and expand digital tax services, it is essential that we learn from revenue administrations that have successfully undertaken similar reforms,” Commissioner Krote said.

She noted that the benchmarking mission provides practical insights that will help the LRA adopt proven international best practices, strengthen institutional capacity, improve taxpayer services, enhance voluntary compliance, and build a more efficient and technology-driven tax administration.

The LRA delegation also includes Assistant Commissioner for Customs Ports Operations Edwin F. Kendema, Assistant Commissioner for Transformation and Modernization Robert S. Kamei Jr., and other senior officials.

Through initiatives such as this benchmarking mission, ATAF continues to promote collaboration and capacity building among African revenue administrations by facilitating the exchange of knowledge and best practices that strengthen domestic revenue mobilization across the continent.

The knowledge gained from the visit will help shape future digital tax reforms, reinforcing the LRA’s vision of building a modern, transparent, efficient, and taxpayer-centered revenue administration that supports sustainable domestic revenue mobilization and Liberia’s long-term economic development.
