MONROVIA – Associate Justice-designate Cllr. Boakai N. Kanneh has called for a complete rewrite of Liberia’s 1986 Constitution, arguing that the current framework is outdated and no longer reflective of the country’s evolving democratic and governance needs.
Speaking during his confirmation hearing before the Senate Committee on Judiciary on Tuesday, July 22, 2025, the 54-year-old nominee emphasized that a comprehensive overhaul would modernize Liberia’s legal and institutional structures without dismantling the foundation of government. Kanneh, who currently serves as Chairman of the Law Reform Commission, said Liberia’s democracy would be better served by a modern, inclusive, and responsive constitutional document.
His bold recommendation sparked notable interest among senators, many of whom praised his legal expertise and described his responses as insightful and grounded in a deep understanding of constitutional law. Lawmakers also commended his vision for reforming Liberia’s judiciary and enhancing access to justice for ordinary citizens.
If confirmed by the Liberian Senate, Cllr. Kanneh will replace outgoing Associate Justice Yamie Quiqui Gbeisay, who was recently confirmed as Chief Justice of the Supreme Court. President Joseph Boakai nominated Cllr. Kanneh on July 17, 2025, as part of an effort to infuse the judiciary with credible, reform-oriented legal minds.
With over two decades of legal experience, Cllr. Kanneh has been a leading voice in legal reform and judicial independence. As head of the Law Reform Commission, he played a central role in streamlining outdated laws and promoting access to justice across the country. He is widely respected in legal circles for his professionalism, integrity, and dedication to constitutional governance.
Meanwhile, President Boakai’s nomination of Cllr. Kanneh is being viewed as a strategic move to further strengthen the nation’s judicial system with individuals committed to upholding the rule of law and responding to the challenges of modern-day Liberia.
