MONROVIA — The historic groundbreaking ceremony for the China-Aid Two Overpass Bridges Project on Tubman Boulevard in Monrovia was held on Tuesday, September 2, 2025, with Chinese Ambassador H.E. Yin Chengwu delivering remarks highlighting the deepening partnership between China and Liberia.
Addressing the gathering, Ambassador Yin extended warm congratulations on behalf of the Chinese government and expressed appreciation to the Ministry of Public Works and other Liberian agencies for their cooperation in launching the project. He underscored that, despite the physical distance separating the two nations, China and Liberia share closely linked hearts and a long history of mutual support.
Ambassador Yin traced the significance of the project to the recent Beijing Summit of the Forum on China-Africa Cooperation, where President Xi Jinping and President Joseph Nyuma Boakai elevated bilateral relations to a strategic partnership. He described the overpass project as a key outcome of this agreement and a tangible demonstration of China’s commitment to Liberia’s socio-economic development.
“The successful launch of this project signifies the implementation of another key cooperation initiative of the Beijing Summit,” Ambassador Yin said. “It reflects not only the traditional friendship between China and Liberia, but also a continuously deepening strategic partnership between our two countries.”
He emphasized that Liberia’s road infrastructure has long hindered urban mobility and economic growth, noting that President Boakai prioritized road construction under the ARREST agenda to improve the daily lives of Liberians. The two flyovers, located at critical nodes along Tubman Boulevard, are designed to reduce congestion, enhance logistics efficiency, and boost economic activity in the capital.
Ambassador Yin highlighted that the general contracting company for the project, China Road and Bridge Corporation (CRBC), was selected through an open and competitive bidding process. He praised the firm’s global expertise in constructing roads, bridges, ports, and railways, emphasizing the high quality and international standards that the company brings to Liberia.
Over the course of the 24-month construction period, Ambassador Yin called on CRBC to adhere strictly to regulations, maintain rigorous quality control, comply with contractual obligations, and prioritize safety. He also encouraged Liberian government ministries to facilitate project execution and provide necessary support for the Chinese team.
“This project is not only about building bridges for transportation,” he said. “These flyovers are bridges of friendship and win-win cooperation between our two peoples. They will inject new momentum into Liberia’s economic and social development.”
Ambassador Yin noted that upon completion, the overpasses would serve as more than infrastructure improvements. They are expected to significantly improve urban road conditions, reduce travel times, enhance public transportation efficiency, and deliver tangible benefits to traders, commuters, and emergency services along the corridor.
The Ambassador further remarked that the construction of the overpasses aligns with Liberia’s ARREST development agenda, reflecting China’s role in supporting practical initiatives that improve the livelihoods of ordinary Liberians.
He praised the transparent and competitive process behind the project’s awarding, emphasizing China’s commitment to providing its finest resources, technology, and expertise for Liberia’s benefit. “Through our joint efforts, these two flyovers will be completed as scheduled and become an exemplary model of cooperation between our nations,” Ambassador Yin added.
Concluding his address, Ambassador Yin wished the project smooth progress and success, expressing hope that the China-Liberia strategic partnership will continue to advance and bring greater benefits to the citizens of both countries.
The groundbreaking event marks a significant milestone in Liberia’s infrastructure development, reflecting a collaborative effort to modernize Monrovia’s road network while strengthening diplomatic and economic ties between Liberia and China.
