CAPITOL HILL, MONROVIA – The House of Representatives on Thursday, May 15, 2025, approved a two-month leave request submitted by former Speaker J. Fonati Koffa, despite early objections from some members during plenary.

The matter drew attention when Representative James Kolleh, Chair of the House Committee on Rules, Order, and Administration #2, argued that Koffa’s request contravened House Rule 21, which he interpreted as limiting members’ absences to no more than two weeks.

Rep. Kolleh’s interpretation prompted brief murmurs across the chamber, sparking a side discussion on the correct application of the rule. But Representative Sebo quickly addressed the concern by quoting the rule directly, emphasizing that it allows a lawmaker to be away for longer than two weeks so long as they obtain prior approval from House leadership.

“No House member may be absent for more than two weeks without formal approval from the House leadership,” the rule states. “If a member exceeds this timeframe without consent, it can lead to sanctions, including the potential declaration of their seat as vacant.”

With the clarification in place and no further objection raised, House Speaker Richard Koon moved swiftly to resolve the issue. Without opening the floor to further debate, Speaker Koon granted the leave, effectively allowing Koffa to step away from legislative duties for the requested period.
