HOUSE MAJORITY BLOC APPROVES $880 MILLION 2025 BUDGET, AWAITS SENATE DECISION

MONROVIA, LIBERIA – Today, the Majority Bloc of the House of Representatives has greenlit the 2025 Draft National Budget, now set at $880 million. The decision is pending Senate approval, which will finalize the government’s fiscal framework for the upcoming year, impacting ministries and agencies across Liberia.

Originally proposed at $851 million, the budget was adjusted after extensive evaluations during legislative hearings.

The Senate is currently reviewing the budget, having completed the revenue section just days ago. If the Senate proposes changes, a conference committee will be established to reconcile the figures between both legislative chambers.

On November 18, 2024, President Joseph Nyuma Boakai officially presented the draft budget to the National Legislature, initially totaling $851.8 million. This formal submission began the review process in the House, focusing on key priorities under the ARREST Agenda for Inclusive Development (AAID), including infrastructure, debt servicing, and economic stability.

The 2025 budget represents a 15.3% increase over the 2024 Recast Budget of $738.9 million, underscoring the administration’s commitment to fostering growth despite global economic challenges.

The draft budget consists of two main components: Core Revenue of $833 million and Contingent Revenue of $18.8 million. These allocations aim to support government operations and development programs outlined under the ARREST Agenda.

Tax revenue in the draft budget is pegged at $633.72 million, making up 80% of domestic revenue, while non-tax revenue is projected at $138.5 million, or 17.4%. External resources totaling $60 million, or 7% of the overall budget, are sourced from the World Bank ($40 million) and the European Union ($20 million), marking a 50% increase in external resources compared to the 2024 budget.
