MONROVIA – In a decisive move to strengthen the fight against corruption and financial crimes in Liberia, the Liberia Anti-Corruption Commission (LACC) and the Financial Intelligence Agency (FIA) on Friday, July 25, 2025, signed a landmark Memorandum of Understanding (MOU) aimed at bolstering cooperation in the prevention, detection, and prosecution of financial misconduct. The signing ceremony, held at the LACC headquarters in Monrovia, brought together top officials from both institutions who expressed a united vision for transparency, accountability, and institutional synergy.

Cllr. Alexandra Zoe, Executive Chairperson of the LACC, and Hon. Mohammed A. Nasser, Officer-In-Charge of the FIA, signed the agreement on behalf of their respective agencies. In her remarks, Cllr. Zoe described the MOU as a transformative step toward unified oversight of Liberia’s financial landscape. She noted that such cooperation is vital in rebuilding public trust and dgainst the misuse of public resources.

“This is more than just a document,” Zoe stated. “It is a strategic commitment to move beyond silos, to share intelligence, and to pursue accountability without fear or favor. The people of Liberia deserve institutions that work together in their interest.”

Hon. Nasser, speaking during the ceremony, underscored the critical link between corruption and illicit financial flows, including money laundering. He emphasized that Liberia must break the chain of systemic abuse if it is to protect national assets and restore the credibility of its institutions.

“This partnership sends a strong and clear message,” Nasser said. “Liberia is ready to confront corruption head-on and to build a financial system where integrity is non-negotiable. Coordination is no longer optional, it is imperative.”

While the alliance marks a hopeful turn in Liberia’s anti-corruption landscape, the LACC simultaneously announced the completion of a major investigation into widespread financial misconduct at the Lofa County Community College. The investigation, which centered on the administration of college president Dr. Isaac Podah, uncovered alarming patterns of misappropriation and abuse.

According to the LACC’s findings, more than US$410,000 and 13.3 million Liberian Dollars were misused through ghost employees, padded payrolls, and undocumented payments to contractors. Specifically, over US$73,000 was allegedly paid to fictitious employees, and an additional US$337,000 was disbursed without any supporting service records.

The report implicates Dr. Podah as the central figure in these irregularities, alongside several top administrators. Despite sustained pressure from students, faculty, and civil society groups for him to step aside during the investigation, Dr. Podah remained in office. Other senior officials, including Human Resource Director Beyan M.M. Kamara and the college comptroller, were suspended pending the outcome of the probe.

The LACC investigation also highlighted a US$3,350 payment to college board member Annie Flomo, which investigators say lacked proper justification. Additionally, the college operated a textbook program that students have criticized as exploitative. These developments have raised serious concerns about financial oversight and ethical standards within the institution.

Dr. Podah, responding to the allegations, denied any wrongdoing. He dismissed the LACC investigation as a personal attack, accusing Kamara, one of the suspended officials, of harboring resentment over a prior demotion. Regarding the Flomo payment, Podah admitted authorizing the transaction but insisted that it was executed based on the board’s directive.
