PARIS – The Governments of Liberia and France have reaffirmed their longstanding partnership with the signing of a new General Cooperation Agreement, aimed at expanding collaboration across multiple sectors and deepening bilateral relations. The agreement was signed on October 30, 2025, in Paris by Liberia’s Minister of Foreign Affairs, Sara Beysolow Nyanti, and France’s Minister Delegate for Europe and Foreign Affairs, Éléonore Caroit, during President Joseph Boakai’s official visit to France.
The renewed framework, authorities said, encompasses critical areas including education, agriculture, health, youth and sports development, renewable energy, forestry, biodiversity, water, and sanitation. Both governments emphasized that the agreement is designed to strengthen sustainable development, enhance human capital, and address pressing environmental challenges while fostering long-term economic cooperation.
Speaking at the signing ceremony, Minister Nyanti expressed Liberia’s deep appreciation to France for its continued support, particularly highlighting France’s endorsement of Liberia’s candidacy for a non-permanent seat on the United Nations Security Council for the 2026–2027 term. “We are grateful for France’s unwavering commitment to Liberia’s international engagement and its confidence in our ability to contribute constructively to global peace and security,” she said.
In response, Minister Caroit reaffirmed France’s steadfast support for Liberia, emphasizing that Paris stands ready to assist Monrovia during its upcoming tenure on the Security Council. “France values its historic partnership with Liberia and remains committed to working closely with Liberian authorities to advance peace, democracy, and multilateral cooperation,” she stated.
The signing ceremony symbolized the depth and resilience of Franco-Liberian relations. Observers noted that the new agreement not only consolidates existing cooperation but also signals a forward-looking approach, addressing emerging challenges in climate action, renewable energy, and sustainable natural resource management.
Officials from both countries highlighted the agreement as a model for international partnership grounded in shared values, mutual respect, and a commitment to inclusive development. Through this renewed framework, Liberia seeks to leverage French expertise, technical assistance, and investment to accelerate progress in critical sectors and improve the quality of life for its citizens.
President Boakai, during his meetings in Paris, underscored the importance of international collaboration for Liberia’s economic recovery and global integration. He expressed optimism that strengthened ties with France would catalyze new opportunities for trade, investment, education, and cultural exchange, benefiting both nations.
The Ministers jointly pledged to ensure that the agreement translates into concrete programs and measurable outcomes, emphasizing that cooperation must go beyond formal commitments to deliver tangible benefits for communities in both countries. Areas such as youth empowerment, health infrastructure, and environmental conservation were highlighted as immediate priorities for action under the new framework.
Observers note that the timing of the agreement is particularly significant as Liberia prepares for greater engagement on the global stage, including its upcoming role on the United Nations Security Council. The partnership with France is expected to provide strategic support and enhance Liberia’s diplomatic influence in multilateral fora.
In addition to bilateral cooperation, the agreement strengthens collaboration in global initiatives addressing climate change and sustainable development. Both countries reaffirmed their commitment to advancing the Paris Climate Agreement goals and promoting renewable energy solutions to support resilient growth in Liberia and the West African region.
Analysts believe that Minister Nyanti’s diplomatic leadership has been instrumental in shaping this renewed framework, showcasing Liberia’s ability to engage key international partners effectively. Her efforts are seen as reinforcing President Boakai’s foreign policy vision of positioning Liberia as a reliable partner committed to peace, stability, and sustainable development.
The signing of the General Cooperation Agreement marks a milestone in Liberia-France relations, reinforcing the mutual commitment to shared values and joint action. As implementation begins, both nations expressed confidence that the renewed partnership will deliver meaningful outcomes and strengthen the bonds of friendship between their peoples.
