MONROVIA – The Government of Liberia has announced that it will receive Mr. Kilmar Armando Abrego Garcia on strictly humanitarian and temporary grounds, following a formal request from the Government of the United States of America. The decision, according to the Ministry of Information, Cultural Affairs and Tourism (MICAT), reflects Liberia’s continued commitment to human dignity, international solidarity, and compassion in times of distress.
In an official statement released on Friday, October 24, 2025, Information Minister Jerolinmek Matthew Piah said the decision was reached after extensive consultations with relevant national and international stakeholders. He emphasized that Liberia’s actions align with international humanitarian principles and the country’s longstanding tradition of offering refuge to individuals in need.
“As one of Africa’s oldest republics, Liberia has historically extended protection and goodwill to those seeking assistance, from African freedom fighters to democracy advocates who once found safety on Liberian soil,” the statement noted.
The government described the decision as a reaffirmation of Liberia’s role as a responsible member of the international community, committed to cooperation anchored in law, due process, and mutual respect among nations. The Ministry further assured that the implementation process will be conducted in coordination with the U.S. Department of State, Liberian security institutions, and international partners to ensure full compliance with agreed-upon procedures.
Minister Piah indicated that the Government of Liberia, through the Ministry of Foreign Affairs, will maintain close communication with the U.S. authorities to guarantee that all assurances and arrangements between the two countries are properly observed. He underscored that the decision was taken voluntarily and purely on humanitarian grounds.
According to the statement, several safeguards will guide the process, including comprehensive security screening and vetting, respect for due process and human rights, and adherence to the principle of non-refoulement, ensuring that Mr. Abrego Garcia will not be returned to any country where he faces the risk of persecution or harm.
Additionally, the Liberian government will coordinate with the United Nations and other international partners to explore durable and lawful solutions consistent with international law, including possible resettlement or lawful transfer where appropriate.
“The Government of Liberia welcomes the acknowledgment of this humanitarian gesture by the United States and reiterates that this action is grounded in goodwill and guided by Liberia’s moral and international obligations,” Minister Piah added.
This humanitarian step, the statement continued, underscores the deep-rooted friendship between Liberia and the United States, a relationship built on shared values of humanity, freedom, and justice.
Liberia’s decision highlights its continuing role in promoting lawful, humane, and cooperative international responses to humanitarian challenges while strengthening global partnerships that support peace and protection for vulnerable individuals.
