MONROVIA – Former Speaker and current Representative of District #2, Grand Kru County, J. Fonati Koffa, has publicly stated his position on three major resource-related bills submitted to the House of Representatives, supporting two agreements while opposing a third due to concerns over transparency and accountability.

In a statement posted to his Facebook page on Monday, October 27, 2025, Koffa, an executive member of the Congress for Democratic Change (CDC), said he would support the Total Energies Production Sharing Agreement and the HPX Concession Agreement, describing both as “solid investments for the future of Liberia’s resources.”

However, Koffa strongly opposed the Atlas Oranto Production Sharing Agreement, citing the company’s previous track record as a cause for concern. He stated that Oranto had previously obtained a production sharing agreement in Liberia that was “so corrupt it had to be ‘cleaned’ through a Canadian company before being purchased by Chevron.” Koffa accused Oranto of being a “flipper” that avoids transparency and accountability, benefiting only a select few whose identities remain undisclosed.

Koffa also questioned the government’s decision to abandon negotiations with Exxon Mobil, a U.S.-based company with a proven production record, in favor of Oranto. “The government must explain why it walked away from Exxon Mobil for a more dubious arrangement with a 419 company,” Koffa wrote.

His statement highlights ongoing concerns in Liberia regarding the management of natural resource contracts and the importance of transparency, accountability, and protecting national interests in the country’s extractive sector.
