LIBERIAN SENATE OPENS THIRD SESSION OF 55TH LEGISLATURE, REPORTS PASSAGE OF 64 LAWS

CAPITOL HILL, MONROVIA – The Liberian Senate on Monday, January 12, 2025, formally convened the Third Session of the 55th Legislature at the Capitol Building in Monrovia, in keeping with Article 32(a) of the 1986 Constitution. The constitutional provision mandates the Legislature to assemble on the second working Monday in January of each year to begin its regular session.

In her opening statement, Senate President Pro-Tempore Nyonblee Karnga-Lawrence highlighted the Senate’s legislative output and oversight record during the Second Session. She reported that the Senate held a total of 59 sittings, during which it passed 76 pieces of legislation and enacted 64 laws into effect.

The Pro-Tempore further disclosed that the Senate ratified nine international instruments and amended three existing legislations, reflecting what she described as a productive and results-driven session. She noted that these actions were carried out through the work of the Senate’s statutory and standing committees.

On matters of executive oversight, Senator Karnga-Lawrence revealed that the Senate conducted confirmation hearings for 236 nominees submitted by the Executive Branch. Out of that number, 213 nominees were confirmed, underscoring the Senate’s role in ensuring competence and accountability within public institutions.

One of the major accomplishments cited during the address was the adjustment of the petroleum pricing regime. According to the Grand Bassa County Senator, the measure has increased revenue allocated to the national road fund, creating financial capacity for the procurement of road equipment expected to benefit counties across Liberia.

She emphasized that the outcome was a direct result of the Senate’s robust oversight responsibility, aimed at improving public finance management and infrastructure development nationwide.

Addressing decentralization and local governance, the Pro-Tempore disclosed that the Senate has committed to ensuring that, for the first time, the National Budget includes appropriations for all county capitals, along with salaries for County Council members. She described the commitment as a major step toward strengthening local governance and inclusive development.

Senator Karnga-Lawrence also extended special recognition to the Senate Committees on Foreign Affairs and on Defense and Security for their roles in the process that led to Liberia’s election as a non-permanent member of the United Nations Security Council. She congratulated the government and people of Liberia on the country’s assumption of its seat, describing it as a proud national achievement.

Additionally, she informed the Senate that both Houses of the Legislature recently passed the Port Autonomy Bills after correcting provisions earlier vetoed by President Joseph Nyuma Boakai. She noted that the action reflects the Legislature’s resolve to enhance institutional autonomy and improve efficiency within the port sector.

On administrative matters, the Pro-Tempore acknowledged engagements with the leadership of the Senate Staffers Association and reaffirmed the Senate’s commitment to standardizing salaries. She also disclosed that the Senate is considering a review of the civil service harmonization process to ensure fair and just compensation based on qualifications and scope of work.

The opening ceremony was marked by a dignified procession, beginning with a grand march by Senators and legislative staffers from the main entrance of the Capitol Building. The ceremony concluded with the hoisting of the Liberian National Flag alongside county flags, as each Senator stood before his or her county banner, symbolizing unity, national pride, and commitment to representing the interests of the Liberian people.
