MONROVIA – The General Auditing Commission (GAC), under the leadership of Auditor General P. Garswa Jackson, has released audit reports for 36 donor-funded projects spanning several key sectors of the Liberian economy. These audits, covering the fiscal year from January 1 to December 31, 2024, scrutinize the financial operations of projects funded by the World Bank, African Development Bank (AfDB), and the International Fund for Agricultural Development (IFAD), among others.
The audits encompass projects executed through the Liberia Electricity Corporation (LEC), Renewable Energy Agency (RREA), Ministry of Public Works, Ministry of Health, Ministry of Agriculture, Liberia Water and Sewer Corporation (LWSC), Monrovia City Corporation (MCC), National Fisheries and Aquaculture Authority (NaFAA), Ministry of Education, Ministry of Youth and Sports, and other government institutions. Key projects audited include the CLSG Interconnection Project, Liberia Energy Efficiency and Access Project (LEEAP), South Eastern Corridor Road Asset Management Project (SECRAMP), COVID-19 Emergency Response Project, Smallholder Agriculture Transformation and Agribusiness Revitalization Project (STAR-P), and the Liberia Women Empowerment Project (LWEP).
In total, these donor-backed initiatives inject approximately US$300 million annually into the Liberian economy, making transparency and accountability in their management critically important. Auditor General Jackson emphasized the importance of ensuring that donor funds are not only properly managed but also deliver on their intended objectives.
“The goal is to validate the implementation of approved project deliverables and ensure these massive inflows are handled with integrity,” Jackson stated. “Transparency in donor-funded projects strengthens donor confidence and contributes to sustainable development.”
He further disclosed that the remaining two audits, concerning GAVI, the Vaccine Alliance, and the Project Financial Management Unit, are expected to be published within two weeks.
With the donor audits completed, the GAC has now shifted its focus to statutory audits of government ministries, agencies, and commissions. Jackson reaffirmed the Commission’s commitment to regularizing all Government of Liberia (GoL) institution audits up to Fiscal Year 2024 by December 2025.
Meanwhile, this move marks a significant step in the government’s effort to enhance public financial management, reduce corruption risks, and ensure that donor contributions yield tangible benefits for the Liberian people.
