PRESIDENT BOAKAI MANDATES NEW PERFORMANCE SYSTEM TO ENHANCE PUBLIC SERVICE DELIVERY

Date:

MONROVIA – In a bold move to enhance transparency, efficiency, and public service delivery, President Joseph Nyuma Boakai, Sr. has mandated the immediate adoption and implementation of the new National Performance Management and Compliance System (PMCS) across all government institutions. This initiative is aimed at transforming Liberia’s public sector into a result-driven model prioritizing accountability, responsiveness, and citizen-focused governance.

The PMCS, introduced as part of President Boakai’s commitment to good governance and sustainable development, is designed to align public institutions’ objectives with Liberia’s national development agenda. “Through the PMCS, we are building a foundation for a government that is responsive to the needs of its people and operates with a clear vision for Liberia’s progress and prosperity,” stated President Boakai in his directive.

All heads of government institutions will enter into performance contracts with the Office of the President, outlining specific objectives, targets, and deliverables aligned with national priorities. The PMCS will be integrated into the planning and operational processes of each public institution, ensuring coherence with both their statutory mandates and Liberia’s development objectives. Continuous reviews will monitor progress, address challenges, and implement necessary adjustments to ensure that goals are met efficiently. The Cabinet Secretariat, led by Director-General Nathaniel T. Kwabo, will oversee the PMCS implementation, providing guidance and support across all government institutions. Additionally, the Cabinet Secretariat will issue further instructions and provide support mechanisms to facilitate the effective rollout of the PMCS.

This directive underscores the Administration’s dedication to a public sector characterized by integrity, service, and accountability. The PMCS marks a new era of public service in Liberia, focused on meeting and exceeding the expectations of its citizens.

In response to this development, Anderson D. Miamen, Executive Director of the Center for Transparency and Accountability in Liberia (CENTAL), expressed his approval. “We thank the Government for this positive development. We hope that this directive will be enforced scrupulously. We will fully monitor developments around the implementation of this policy or directive,” Miamen concluded.

President Boakai’s directive signals a significant shift towards a more accountable and effective government, setting the stage for sustainable development and enhanced public trust in Liberia’s governance.
