MONROVIA, CAPITOL HILL – The Plenary of the House of Representatives has instructed its Committees on Judiciary and Good Governance to review and report on a proposed law seeking to prevent active government officials from serving on the boards or management of public institutions.
The bill, titled “An Act to Prohibit Active Government Officials from Serving on the Boards or Management of Any Public Institution, and to Establish a Framework for Independent Supervision and Transparent Oversight,” was submitted on Tuesday, October 21, 2024, by Maryland County District #2 Representative, Anthony F. Williams.
According to Representative Williams, the proposed legislation aims to create a governance framework that enhances accountability, transparency, and efficiency in state-run institutions. He emphasized that too many public entities have faced mismanagement due to conflicts of interest and the concentration of authority among sitting government officials.
The Maryland County lawmaker outlined five key objectives the bill seeks to accomplish: ensuring effective oversight and transparency in decision-making; preventing conflicts of interest among public officials; eliminating double payments for similar roles; fostering job creation through institutional independence; and creating funding opportunities for public entities through transparent advocacy by independent board members.
During deliberations, several lawmakers praised the initiative, describing it as a critical step toward strengthening good governance and reducing corruption in public service. Others, however, called for a cautious review to ensure that the bill does not unintentionally limit expertise or exclude qualified individuals from serving in oversight roles.
Following the debate, the Plenary voted to mandate the Joint Committees on Judiciary and Good Governance to conduct a comprehensive review of the draft bill and present their findings and recommendations within two weeks for further legislative action.
If enacted, the legislation could redefine the governance structure of state institutions and reinforce the Boakai administration’s broader effort to promote accountability and institutional integrity across the public sector.
