CAPITOL HILL, MONROVIA – Montserrado County District #12 Representative Jerry K. Yogboh has officially proposed the formulation and adoption of a 25-Year National Development Plan (2026–2051), a bold initiative aimed at transforming Liberia’s development trajectory beyond the constraints of political transitions and electoral cycles. The proposal was introduced during the 5th Day Sitting of the Third and Final Quarter of the Second Session of the 55th Legislature on Tuesday, October 27, 2025, and received overwhelming support from the Plenary of the House of Representatives, which hailed it as a visionary and strategic step toward national transformation.

The communication has now been referred to the Committees on Ways, Means and Finance; Good Governance; Judiciary; and Information, Culture and Tourism for detailed review and recommendation before being transmitted to the Senate for concurrence. Rep. Yogboh’s initiative seeks to anchor Liberia’s national agenda on a unified long-term blueprint that ensures continuity, strengthens governance, and guarantees that successive administrations contribute meaningfully to a shared vision of progress.

Speaking on the House floor, Rep. Yogboh emphasized that the plan would guarantee strategic continuity across successive governments, ensuring a sustained focus on Liberia’s core national priorities. It aims to strengthen economic and social stability by aligning all national programs under a coherent and long-term vision, while simultaneously promoting equitable growth and decentralization, allowing all 15 counties to actively participate in the country’s development journey.

Rep. Yogboh further highlighted the plan’s potential to attract both investor confidence and donor trust by demonstrating Liberia’s commitment to long-term, transparent, and accountable development. Environmental sustainability is also central to the proposal, ensuring that the nation’s natural resources are protected for future generations. Moreover, the plan is designed to foster national unity and accountability by binding political actors across party lines to a shared developmental agenda.

“This is not a plan for one government or one political party,” Rep. Yogboh asserted. “It is a generational blueprint for Liberia, one that ensures continuity, equity, and shared prosperity for all citizens. Our nation must think beyond five-year cycles and build for the next 25 years and beyond.” He described the initiative as “a bold national compact for development,” underscoring that Liberia can no longer afford short-term, fragmented policies that shift with every administration.

If successfully adopted and implemented, the 25-Year National Development Plan (2026–2051) would represent one of the most ambitious and transformative policy frameworks in Liberia’s post-war history. Analysts say it has the potential to position the country for sustainable growth, inclusive governance, and long-term national renewal, providing a roadmap for generations to come.

Rep. Yogboh pledged to work closely with colleagues, civil society, and other stakeholders to ensure the proposal is enacted into law and faithfully executed, signaling a new era of strategic planning and national foresight for Liberia.
