MONROVIA – Roosterlyn Dennis, the suspended President and Chief Executive Officer of the National Oil Company of Liberia (NOCAL), has publicly accused the ruling Unity Party (UP) government of misappropriating company funds for political activities.

Speaking during a live Facebook podcast on Thursday, May 15, 2025, Madam Dennis claimed that she is being targeted by the Boakai-led administration as part of a broader political agenda. “I recall vividly I said to them we sent L$2 million to Lofa County when the president was going to Lofa County for women empowerment,” she stated. “We sent L$2 million to Margibi County for the UP Women’s Organization. We sent over L$1 million in Grand Cape Mount County.”

Dennis’s explosive claims come amid ongoing investigations by the Liberia Anti-Corruption Commission (LACC) into her tenure at NOCAL. She is accused of financial impropriety and abuse of office between July and December 2024.

Among the allegations, Dennis reportedly approved the purchase of a 2024 MG RX8 SUV from Cactus Motors for US$75,000—an amount investigators say far exceeds the vehicle’s actual market value of US$45,000. According to reports, she allegedly conspired with the vendor to receive a US$30,000 kickback, which she then used to acquire another vehicle registered under her private business, Tanti Group of Company.

In addition, Dennis is being investigated for unilaterally awarding a US$585,000 consultancy contract to West Africa Geo-Services (WAGS), in violation of both the Public Procurement and Concessions Commission (PPCC) Act and the Public Financial Management (PFM) Law. Of that amount, US$300,000 was reportedly disbursed without any adherence to standard procurement procedures.

Sources familiar with the probe also allege that significant funds allocated for NOCAL’s Corporate Social Responsibility (CSR) programs were diverted to support political activities and campaign efforts in Montserrado County’s District #4, a constituency where Dennis is said to enjoy considerable support.

Despite the weight of the allegations, Madam Dennis has maintained her innocence, dismissing the claims as part of a campaign to tarnish her reputation. She insisted that the accusations are misleading and politically motivated, though she did not provide further evidence to support her claims of government involvement in the alleged financial diversions.

As the investigation intensifies, the case has sparked renewed concerns about the politicization of public institutions and the lack of transparency in the management of national resources.
