UN SUBCOMMITTEE ON TORTURE MEETS WITH JUSTICE MINISTER TWEH TO REVIEW LIBERIA’S HUMAN RIGHTS COMMITMENTS

MONROVIA – The United Nations Subcommittee on Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (SPT) has paid a courtesy call on Liberia’s Minister of Justice and Attorney General, Cllr. N. Oswald Tweh, as part of its ongoing mission to assess the country’s compliance with international human rights standards.

According to a Ministry of Justice release issued Tuesday, September 16, 2025, the high-level visit at the Ministry in Monrovia formed part of the SPT’s broader engagement with Liberia under the Optional Protocol to the Convention Against Torture (OPCAT). The visit sought to evaluate Liberia’s efforts in preventing torture and ill-treatment, particularly in places of detention, while exploring ways to strengthen monitoring and accountability mechanisms.

During the meeting, the SPT delegation held what the Ministry described as “constructive discussions” with Minister Tweh on the country’s legal and institutional frameworks related to human rights protection. The talks also focused on reinforcing Liberia’s capacity to ensure transparency and safeguard the dignity of persons in detention facilities.

Minister Tweh welcomed the delegation and reaffirmed Liberia’s commitment to upholding international human rights standards. He pledged the government’s readiness to cooperate fully with the SPT and other international partners in advancing reforms and promoting the rule of law. Tweh further stressed that transparency and accountability within Liberia’s justice and corrections systems remain central to the Boakai administration’s agenda.

The Ministry noted that the visit signals an important step in strengthening cooperation between Liberia and the United Nations to prevent torture and ensure humane treatment for all detainees across the country.

Justice Minister Tweh was accompanied at the meeting by senior officials of the Ministry, including Deputy Minister for Administration and Public Safety, Cllr. Cora N. Hare Konuwa; Assistant Minister for Corrections and Rehabilitation, Atty. Gabriel F. Ndupelllar; Head of the Human Rights Section, Kutaka Devine Togbah; Director of Alternative Dispute Resolution, A. Gobah Anderson; Head of the Gender Social Inclusion Unit, Maude M. Somah; and Head of the Child Justice Section, Atty. J. Alben Greaves, among others.
