BILL TWEHWAY PERSONALLY WITHDREW THE US$1.5 MILLION UNDER THE TITLE ‘SPECIAL ORDER’ – SAYS GULL

LIBERIA – Fugitive-corrupt former Buchanan Port Manager, Charles MacArthur Gull, who was alleged to have stolen over US$200,000, and fled the country under the watchful eyes of Liberia’s state security – then released sterling revelations saying that the Managing Director of the National Port Authority (NPA), Mr. Bill Tweahway stole US$1.5 Million.

Mr. Gull indicated that the NPA Managing Director personally withdrew the US$1.5 Million under the title ‘Special Order’ and made away with the money without any written communication from the Port of Buchanan account department.

Mr. Gull’s dispatch further disclosed that his secret departure from the country was due to several threats received from his former boss (Twehway), backed by some criminal gangs who have allegedly threatened him that if he made any attempt to expose Tweahway in his testimony to the LACC his life will be shortened by all means.

Immediately following his escape from the country Gull threatened to publicly expose, those he called “Big hands” in Weah’s CDC-led administration who are involved in the alleged corruption allegation linking him and his deputy.

It is widely reported on social media that Mr. Gull has escaped the country following a mandate from the court that state security should prevent him and others who have been accused of alleged corruption from leaving the country pending the Liberia Anti-Corruption Commission investigation.

Immediately, after Gull’s sterling revelations, Liberia Anti-Corruption Commission (LACC) launched an investigation on the NPA managing director Bill Twehway – and that the NPA MD’s investigation would help with the investigation due to his alleged link to several reports of an alleged corruption scandal at the Port of Buchanan and awarding of a contract to his brother,  Peter Twehway who owns a 50% share in Creative Developers Inc a company that entered into a Memorandum of Understanding to undertake cargo clearing at the National Port Authority.

Since the LACC investigation on Twehway, the executive chairperson of the LACC, Cllr. Edwin Kla Martin has failed to issue a statement on the Twehway’s investigation, a situation political pundits term as a lack of political will by the LACC to continue the investigation of the  Twehway, over his alleged connection to the dubious transfer of US$300,000 from the Port of Buchanan account by the then Manager Charles Macarthur D. Gull and the awarding of a contract to a company which his brother Peter Twehway had 50 percent.

A survey conducted by Smart News Liberia recently disclosed that the delay by LACC is raising serious eyebrows among political pundits including ordinary Liberians who suggest that the LACC is deliberately delaying the investigation.

However, again it was unearthed that Mr. Twehway through investigation awarded the loading contract at the port of Buchanan to his brother, Peter Twehway. The Creative Developers Inc. in which Mr. Twehway’s brother owns 50 percent shares. The Deputy Comptroller at the Port, Mr. Christian D. Brownell also owns 20 percent shares, Sidiki Fofana, 20 percent while the sister of the Vice-Chair of the LACC, Cllr. Kanio Bai Gbala owns 10 percent shares.

Under Mr. Bill Twehway’s leadership, the company received contracts amounting to over US$500,000.

The document in the possession of Smart News Liberia shows that CDI which was incorporated on July 15, 2020, and signed an MOU with the NPA for the contract less than one month after its incorporation is largely owned by Mr. Peter Twehway, who is believed to be the brother of Mr. Bill Twehway.

Peter Twehway is also the Operations Manager for Global Tracking Management Service, a company managing the Container Tracking Numbers for the NPA. He is assigned at the Port of Buchanan.

Cllr. Kanio Bai-Gbala along with Mr. Bill Twehway, Mr. Brownell, and Mr. Fofana, established the company and allegedly used funds from the NPA and purchased a loading machine (966 Loader) for the company and awarded the loading contract at the Port of Buchanan to themselves.

It has been nearly a year since, and the LACC is quiet on Twehway’s alleged corruption investigation.

It can be recalled, that Charles MacArthur D. Gull, the fugitive former Buchanan Port Manager who is at the center stage of the US$300,000 transfer in a sterling revelation last year said that the amount that was stolen from the port’s account was not US$300,000 but rather US$1.5 Million. He accused the Managing Director of the National Port Authority (NPA), Mr. Bill Tweahway of being the main culprit.

Gull together with the Chief Statistician, Amara Kamara allegedly stole U$200,000.00 from the coffer of the Buchanan Port; both men were suspended by the government of Liberia through National Port Authority on Friday, July 16, 2021, for their alleged involvement in diverting monies intended for the government of Liberia into their personal accounts.
