MONROVIA – The Rule of Law Caucus, through its Chair, Representative Musa Hassan Bility, announced on Sunday, April 27, 2025, that it has submitted a draft proposal aimed at resolving the ongoing leadership crisis within the House of Representatives.

In an official statement, the Caucus revealed that the proposal has been forwarded to former President Ellen Johnson Sirleaf for onward transmission to all parties involved in the dispute. According to the statement, the proposal, if adopted through a binding resolution, would effectively end the reign of embattled Speaker Jonathan Fonati Koffa and pave the way for a free, fair, and transparent election for a new Speaker.

The Rule of Law Caucus described the proposal as a major step toward restoring trust in the legislative body, upholding democratic principles, and promoting genuine reconciliation among lawmakers. It emphasized that the leadership dispute has deeply affected the functionality of the House and undermined public confidence in the legislative process.

Beyond the issue of leadership, the draft proposal also addresses several other outstanding matters that have contributed to the instability within the House. The Caucus said it is confident that these solutions will strengthen the institution’s independence and reinforce good governance practices.

“The Rule of Law Caucus remains steadfast in its commitment to constitutional order, legislative independence, and the restoration of the dignity and credibility of the People’s House,” the statement read.
