AREPT CHAIRMAN MARTIN ANNOUNCES INDICTMENTS AGAINST FINDA, MDMC OFFICIALS FOR MONEY LAUNDERING AND THEFT OF PROPERTY IN LIBERIA

MONROVIA – Cllr. Edwin Kla Martin, Chairman of the Assets Recovery and Property Retrieval Taskforce (AREPT), on Friday, November 7, 2025, formally announced indictments against former Chief of Protocol to ex-President George Weah, Nora Finda Bundoo, her daughter Pamela Anita Jallah, and several MDMC officials for alleged money laundering, theft of property, and related financial crimes. The press briefing, held at the AREPT Office in the Golden Key Hotel Compound, Paynesville, underscored the Taskforce’s ongoing commitment to recovering misused public resources and holding accountable anyone who abuses public trust.

“Good morning, members of the press. On behalf of AREPT, I want to thank you for being here today. What we share is not just another update; it is a statement of Liberia’s resolve to hold accountable anyone who abuses public trust, no matter their position or connections,” Martin told journalists.

The Taskforce revealed that its investigations identified suspicious transactions totaling over US$6.7 million and L$845 million linked to the Anita Group of Companies, Gracious Ride, and associated individuals, including Francis B. Blamo, General Manager of Anita Group, and Saah F. Johnson Sr., CEO of Masarco Auto Service Inc. Martin said more than 40 individuals are connected to the financial network under investigation.

“Before Madam Bundoo took public office, there were no records showing significant business holdings or major assets under her name. However, within just a few years in office, her financial activities multiplied beyond explanation,” Martin explained. He detailed properties acquired during and after Bundoo’s tenure, including multiple residential units in Margibi County and Paynesville, along with dozens of high-end vehicles purchased through Gracious Ride Inc.

Martin emphasized that the evidence supports charges including Money Laundering, Economic Sabotage, Theft of Property, Misuse of Public Funds, Criminal Conspiracy, Forgery, Abuse of Office, and violations of the Public Procurement and Concessions Act (PPCA) and the Public Financial Management Act (PFMA). “Each count is supported by evidence gathered in full compliance with due process,” he said.

The Taskforce also reported findings from the Ministry of Foreign Affairs (MOFA) and MDMC Express Incorporated case. The investigation determined that US$851,136.13 of a US$1.95 million renovation contract for the Ministry’s building was never completed, despite full payment to the company. “Every dollar that is stolen, every asset illegally taken, is a resource denied to our people,” Martin said.

Political analyst Ambulah Maimey, in October 2025, had previously highlighted fraudulent debt claims involving Bundoo’s daughter. Maimey noted that Anita Group of Companies had been listed among 77 businesses flagged by the General Auditing Commission (GAC) for attempting to claim US$704 million without adequate proof of services rendered. Repeated notifications from the GAC since December 2024 were ignored, leading to cancellation of the claims.

Cllr. Martin reiterated that AREPT’s work is not political but patriotic. “We follow the evidence, and wherever that evidence leads, we go. Our duty is to the people of Liberia and to the laws of this Republic. These investigations demonstrate that no public official or private citizen is beyond accountability,” he said.

He further explained that these indictments are only two of more than 40 ongoing cases. In June 2025, AREPT indicted 15 officials for the theft of rice donated by the Kingdom of Saudi Arabia, which was intended for disaster victims. “That case is currently before the court, and the indictees are being held to account,” Martin added.

In closing, the Taskforce called on the Government of Liberia to immediately disengage from all existing and pending contracts with MDMC Express and other implicated entities. Martin stressed that the investigations are designed to restore public confidence in Liberia’s financial systems and to ensure that public resources are used for the benefit of all citizens. “Those who misuse public resources will face the full weight of the law, and those who serve with honesty will be protected and respected,” he concluded.
