LRA INITIATES NATIONWIDE CHANGE READINESS TOUR TO BOOST ENTERPRISE CHANGE STRATEGY

MONROVIA – The Liberia Revenue Authority (LRA) has launched a nationwide Change Readiness Tour aimed at engaging employees across the country and assessing their preparedness for the Authority’s ambitious institutional transformation agenda.

The tour, which began this week with an interactive session for staff at the LRA Headquarters in Paynesville, will continue at Tax Business Offices and Customs Business Offices in all 15 counties, covering more than 25 locations before the Authority finalizes its Enterprise Change Management Strategy.

Launched with the support of Commissioner General James Dorbor Jallah, the initiative is being led by the Benedict Tokpa Danuweli, manager for Enterprise Change Management Unit within the Transformation and Modernization Division.

The nationwide engagement comes on the heels of the implementation of more than 21 institutional reform initiatives across domestic tax, customs, and corporate operations. These include the rollout of the Liberia Integrated Tax Administration System (LITAS), enhancements to ASYCUDA World, implementation of Value Added Tax (VAT), and the introduction of electronic invoicing (E-Invoicing), all aimed at strengthening efficiency, transparency, and service delivery.

The initiative was informed by the findings of the Authority’s first Change Readiness Assessment, conducted in April 2026. While the assessment found an overall organizational readiness score of 69 percent and leadership support of 84 percent, it also highlighted the need for greater employee engagement and preparedness, particularly in field offices where much of the Authority’s operational work is carried out.

The Change Readiness Tour is designed to place employees at the center of the LRA’s transformation journey by introducing them to the Authority’s modernization agenda. It provides a platform for staff to share their concerns, ideas, and recommendations, while also nominating Change Champions to serve as focal persons for communication, engagement, and the implementation of organizational change within their respective offices.

Feedback gathered during the nationwide tour will be consolidated into a National Staff Awareness Assessment Report, which will inform the development of the LRA’s Enterprise Change Management Strategy and guide future communication, training, and capacity-building initiatives.

Speaking at the launch, Benedict Tokpa Danuweli emphasized that successful institutional transformation depends as much on people as it does on technology.

“The success of this transformation will not be defined by the technology we implement, but by the extent to which our people understand, embrace, and confidently use it,” he said, reaffirming Commissioner General James Dorbor Jallah’s vision of placing employees at the heart of institutional reform.

Mr. Danuweli said the program introduces employees to the Authority’s reform agenda through the four pillars of successful change People, Process, Systems, and Culture while reinforcing the LRA’s core values of Service, Teamwork, Commitment, and Integrity. He noted that engaging employees at every level is essential to strengthening organizational performance, sustaining institutional reform, and ensuring that modernization initiatives translate into more efficient, transparent, and citizen-focused tax and customs administration.

Through this initiative, the LRA aims to ensure that every employee has a meaningful opportunity to help shape the reforms that will define the Authority’s future. By placing employees at the center of its transformation agenda, the LRA is fostering the leadership, ownership, and institutional capacity needed to sustain lasting reform and deliver more efficient, transparent, and citizen-centered tax administration in support of Liberia’s national development.
