MONROVIA – Against the backdrop of distorted information habitually provided to the public by the Officer-in-Charge (OIC) at the National Public Health Institute of Liberia (NPHIL) in recent press breifings, this is to provide a succinct clarification on the continuous progress at the National Reference Laboratory (NRL) of the NPHIL regarding Rennovation, Security, and Power Connection.
The evidence in Slide #10 of the Director-General’s (DG’s) Report during the June 2025 NPHIL Board Meeting clearly outlines stepwise progress made at the NRL under our leadership tenure relative to Rennovation, Security, and Power Connection to the national grid.
As seen in the green highlighted bullet-point on Slide #10 of the DG’s Report to the Board, this specifcally includes our initiated procurement of a 500 KVa transformer last year 2025 to handle the heavy power need of the NRL for supporting diagnostics and research via connection to the national grid. The OIC attended this Board Meeting wherein this progress report was made.
This is in addition to massive renovation initiated by our leadership Team under my tenure — renovation of Laoratory Buildings, guest house, conference center, and few buildings that would house diagnostic personnel during emergencies and overnight work. The renovation contract was awarded to a contractor in accordance with public PPCC regulations.
By the way, on their visit to Liberia in August 2025, both US Senator Jack Reed and Representative Amo of Rhode Island visited the NRL to assess aspects of Liberia’s outbreak preparedness, and they commemded the level of progress made by our leadership Team and NPHIL’s contribution towards national and global health security.
The need to provide such accurate information and clarity cannot be overemphasized enough, because of the constant habit of distortion and misrepresentation indulged in by the OIC, the NPHIL Board, and the Minister of Health by falsely claiming work product credit through abuse of power, dishonesty, and public deception.
Furthermore, this evidence-based exercise is particularly important as the OIC was a signatory to the infamous September 17, 2025 NPHIL Board Resolution that claimed “No Progress” at the NPHIL during my tenure, and which they used to mislead President Joseph Boakai in issuing an unlawful termination letter and violating the sacred laws of the land as confirmed by the Supreme Court Ruling of February 16, 2026 ( in the case, “Dr. Dougbeh Christopher Nyan vs Executive Branch of Government”).
Recruitment of about 20 young talented graduates of the natural sciences for the NRL, renovation of the Laboratories and other buildings, and connecting the Charlesville NRL facility to the national electrical grid was a full package of activities initiated and undertaken by our leadership Team under my tenure that is producing these sequential progress results now.
This desperate attempt by the OIC and the NPHIL Board to rectify false claims with additional falsehood must be vigorously checked at all times. These are the colours of anti-patriotic and selfish attitude of this specific group of medical personnel on the Board and at the MOH that are keeping our health system backward and the country stagnant.
They cannot claim that “nothing was happening at the NPHIL,” according to the Minister of Health, and that there was “gross inefficiency and no progress” according to the NPHIL Board, but now desperately claiming the outpour of enviable progress they intentionally denied.
You will continue to be confronted with your erroneous claims and political schemes for the next 4 years, because there will be more progress out of the 5-Year Plan we errected and sequential results that said plan will be producing.
As we continue providing our services to the continent and the world presently, my leadership Team will not allowed the mischaracterization of our work and theft of our progress by a discredited Board and illegality of the OIC to persist.
