MONROVIA – The Liberia Maritime Authority (LiMA) has emerged as the best-performing government agency in implementing audit recommendations, following a recent spot check by the General Auditing Commission (GAC). The review, which concluded on April 10, 2025, showed that LiMA had successfully implemented 80 percent of recommendations from previous financial audits, making it the most compliant public institution in the country.
The spot check was conducted by the GAC’s Audit Follow-Up Unit and focused on findings from financial audits covering fiscal years 2018–2019 to 2019–2020. The GAC’s team held on-site discussions with key personnel at LiMA’s headquarters, including the Officer-in-Charge, Deputy Chief Financial Officer, Internal Auditor, and heads of Procurement and the Audit Recommendation Implementation Secretariat.
Anthony Henry, Jr., head of the GAC’s Follow-Up Unit, praised LiMA’s strong performance, noting that it reflects more than just statistical success. “This is not just about numbers but about real improvements in internal systems,” Henry said during an official meeting held at LiMA’s offices on April 9. “LiMA is one of the few institutions showing genuine commitment to good governance and accountability.”
Out of 33 audit recommendations reviewed, the GAC found that 25 had been fully implemented, three were partially implemented, and five had yet to be addressed. Factoring in progress on partially implemented recommendations, the Commission calculated an overall compliance rate of 80 percent.
The GAC commended LiMA’s efforts to institutionalize accountability, especially the creation of a dedicated secretariat to oversee audit implementation. John B. Cuffey, LiMA’s Principal Director for Corporate Affairs and Officer-in-Charge, credited the success to the Authority’s commitment to transparency. “This ranking is the result of teamwork and sustained commitment to transparency,” Cuffey said. “We value our partnership with the GAC and remain fully dedicated to addressing the outstanding recommendations.”
Desiré Satia, LiMA’s Deputy Chief Financial Officer, emphasized the Authority’s internal reforms, noting that ongoing monitoring mechanisms have been put in place to strengthen financial oversight and governance practices.
The GAC pledged to continue its collaboration with LiMA through quarterly reviews and technical support, aimed at sustaining progress in audit compliance and public sector governance. LiMA’s leadership in implementing audit recommendations not only bolsters its own institutional integrity but also contributes positively to Liberia’s standing in the global maritime sector.
