A native of the small southeastern Liberian village of Kayken in Grand Kru County, Dr. Gray’s academic journey took him far beyond Liberia. He received his early education in Harper City, Maryland County, and went on to achieve the highest level of academic qualifications in his field. Dr. Gray earned his Ph.D. in International Relations and Diplomacy from HELP-CEDS University in Paris, France, and his Master’s in International Relations and Bachelor’s in Communication (Print Journalism) from the University of Liberia, demonstrating a lifelong commitment to both scholarship and public service.
In addition to his core academic degrees, Dr. Gray holds advanced diplomas and certificates from some of the most respected institutions worldwide. He has served as Senior Policy Advisor to Liberia’s Minister of Foreign Affairs, Assistant Foreign Minister for Public Affairs, and Political Counselor at the Embassy of Liberia in Paris, France. His diplomatic roles have included Minister Counsellor and Chargé d’Affaires at Liberia’s Permanent Mission to the United Nations and other international organizations in Geneva, Switzerland. Through these roles, Dr. Gray has represented Liberia on the global stage and contributed to shaping the country’s international policies.
