MONROVIA – President Joseph Nyuma Boakai has ordered a significant reduction in official foreign travel by Cabinet Ministers, heads of government agencies, ambassadors, and other senior public officials, citing emerging global health concerns, prudent risk management, fiscal discipline, and the need to strengthen government operations.

The directive was issued during a Cabinet meeting held at the Executive Mansion on Thursday, May 28, 2026, and takes immediate effect across the Executive Branch of Government.

President Boakai said that while official international engagements remain important in advancing Liberia’s diplomatic, economic, and strategic interests, the increasing frequency of overseas travel by senior officials has begun affecting effective governance and decision-making within government.

“The growing frequency of travel has increasingly hindered full participation in Cabinet deliberations and other key government processes, depriving the Government of valuable policy input and institutional leadership,” President Boakai stated.

The President also pointed to the financial implications of frequent foreign travel, noting that scarce public resources must be directed toward national development priorities rather than excessive travel expenditures.

“Repeated travel also imposes substantial costs on the public purse, diverting resources from priority national development interventions,” he emphasized.

Under the new directive, all Cabinet Ministers, heads of agencies, heads of commissions, ambassadors, and senior government officials are required to significantly reduce official foreign travel.

The President further reaffirmed the Government’s existing policy that no public official may undertake official foreign travel without prior approval from the President.

To obtain approval, officials must submit detailed travel requests through the Cabinet Office, outlining the purpose of the trip, its strategic relevance to Liberia, travel dates, estimated costs, funding sources, and justification for in-person attendance.

Officials must also explain why virtual participation is inadequate and provide details of any accompanying delegation members.

President Boakai stressed that only travel deemed strictly essential, strategically necessary, and clearly in the national interest will be approved.

The directive specifically states that attendance at conferences, consultations, forums, ceremonies, and similar engagements will no longer automatically qualify officials for international travel where alternative means of participation are available.

In what Liberians view as a major shift in government operations, President Boakai has directed all Ministries, Agencies, and Commissions to adopt a “Virtual Participation First” approach.

Under this policy, government institutions are expected to prioritize participation through digital platforms such as Zoom, Microsoft Teams, and other virtual technologies whenever practical and effective.

According to the directive, physical attendance should only occur when in-person participation is demonstrably necessary in the national interest or required by diplomatic protocol.

The President has also imposed new restrictions on the frequency of foreign travel by senior government officials.

Except under extraordinary circumstances and with his express approval, no Cabinet Minister or senior government official shall undertake more than one official foreign trip per quarter.

The measure is intended to protect government functionality and ensure that critical public institutions are not deprived of leadership during important decision-making periods.

“No travel shall be approved where the absence of the requesting official would materially affect Cabinet participation, institutional leadership, urgent decision-making, or critical government operations,” the directive states.

Cabinet Ministers have additionally been instructed to prioritize attendance at Cabinet meetings unless specifically excused by the President.

To strengthen financial accountability, all approved travel must comply fully with existing government regulations governing airfare classes, accommodations, per diem entitlements, and related expenditures.

President Boakai stressed that fiscal discipline and cost efficiency must remain central considerations in all official travel decisions.

The directive also introduces a post-travel accountability mechanism requiring officials to submit concise mission reports within seven working days of returning to Liberia.

The reports must outline the objectives pursued, meetings attended, outcomes achieved, commitments made, and recommended follow-up actions resulting from the trip.

Implementation and compliance will be monitored by the Ministry of State for Presidential Affairs in collaboration with the Cabinet Office.

While the President reserved the right to approve exceptions under compelling national interest circumstances, he emphasized that all government officials are expected to comply fully with the directive.

“All officials are expected to comply fully with this directive in the broader interest of responsible governance, operational efficiency, and prudent stewardship of public resources,” President Boakai declared.

The move comes amid growing public concerns about government spending and increasing calls for greater accountability in the management of public resources.

Several supporters of President Boakai and the Unity Party have argued on social media that the directive could significantly reduce government travel expenditures while ensuring that ministers and senior officials remain focused on domestic governance priorities and the implementation of national development programs.
