MONROVIA, LIBERIA – President Joseph Nyuma Boakai has framed Liberia’s public procurement system as a pathway for citizen participation in national development, arguing that government business should create opportunities for qualified Liberians rather than favor a select group of politically connected individuals.
The President made the observation on Thursday, August 27, 2026, while opening the 24th Cabinet Meeting at the Executive Mansion, where procurement and concessions are receiving special attention.
Rather than viewing government participation solely through the lens of public employment, President Boakai said Liberians can also contribute to the country’s development by providing goods and services to the state through a fair and competitive contracting system.
His argument places public procurement at the intersection of economic opportunity and public accountability.
President Boakai said a properly functioning procurement system can allow businesses and individuals to compete for government opportunities while simultaneously protecting public resources.
He stressed that contracts should be awarded through processes that give qualified participants a genuine opportunity to compete.
The President warned against a situation in which citizens believe government contracts are quietly distributed among friends and associates of those in authority.
Such perceptions, he suggested, can undermine confidence in government and weaken the credibility of the procurement system.
His call comes as the administration examines procurement and concessions as part of the 24th Cabinet Meeting, which is being conducted under the theme “Value for Money; Maximizing Fiscal Space through System Efficiency and Government Asset Security.”
The theme places emphasis on making government spending more efficient while protecting public assets and ensuring that the state receives appropriate value from its expenditures.
President Boakai acknowledged that the procurement process can appear cumbersome, particularly when government officials are attempting to obtain urgently needed goods and services.
But he maintained that the procedures exist for a reason.
Without appropriate controls, he warned, public resources could become vulnerable to misuse, particularly if officials responsible for procurement fail to properly implement established safeguards.
The President therefore urged government officials to maintain professionalism and integrity in the execution of procurement responsibilities.
His remarks also carry implications for Liberia’s private sector.
By emphasizing access for qualified citizens and businesses, the President presented government contracting as an area where broader participation can contribute to economic activity and national development.
