MONROVIA – The Joint Legislative Public Accounts and Expenditure Committee (JLPAEC) of the 55th Legislature has announced a public hearing into the Auditor General’s compliance audit report on the Roberts International Airport (RIA) Road Project, as lawmakers move to examine the management and implementation of one of Liberia’s most significant infrastructure investments.
The hearing is scheduled for Wednesday, July 29, 2026, at 11:00 A.M. in the Chamber of the House of Representatives at the Capitol Building in Monrovia.
According to the committee, the hearing forms part of the Legislature’s constitutional oversight responsibility to promote transparency, accountability, and responsible management of public resources.
The Committee said former and current government officials connected to the project have been invited to provide testimony and respond to issues raised in the Auditor General’s report.
The RIA Road Project, valued at approximately US$116 million, is considered a major national infrastructure initiative due to its role as the primary route connecting Roberts International Airport to Monrovia.
The project has attracted significant public attention because of its cost, strategic importance, and concerns surrounding the management of large-scale public infrastructure contracts.
The General Auditing Commission (GAC) commissioned the compliance audit of the project on May 8, 2025, following a request from the Ministry of Public Works.
The audit was conducted under the authority of the GAC Act of 2014 and relevant provisions of the Pre-Financing Agreement Act governing the project.
The government, through the Ministry of Public Works, entered into a Pre-Financing Agreement with East International Group Inc. on October 16, 2020, for the construction of the road.
The agreement was later amended in April 2024 to accommodate changes to the project’s design and scope.
During the hearing, lawmakers are expected to examine the Auditor General’s findings and recommendations, including issues related to the administrative, financial, and technical supervision of the project during the audit period covering April 1, 2021, to April 30, 2025.
Officials from the Ministry of Public Works and the Liberia Airport Authority who were involved in managing or supervising the project during the period under review are expected to appear before the committee.
Their testimonies are expected to provide lawmakers with further information on how the project was managed, financed, and implemented, as well as address any concerns identified in the audit report.
The Joint Legislative Public Accounts and Expenditure Committee has encouraged members of the public, civil society organizations, development partners, government institutions, and the media to attend and observe the proceedings.
The Committee said public participation in the hearing reflects the Legislature’s commitment to openness, transparency, and accountability in the use of national resources.
The upcoming hearing comes amid growing public demand for greater scrutiny of major government projects involving significant public financing, particularly infrastructure programs that directly affect national development and public confidence in government spending.
