MONROVIA, LIBERIA – In a major stride toward shaping Liberia’s future, President Joseph Nyuma Boakai officially launched the nation’s latest National Development Plan on Wednesday, January 15, 2025, in Buchanan, Grand Bassa County. The ambitious initiative, titled the ARREST Agenda for Inclusive Development (AAID), outlines a comprehensive blueprint for the country’s growth and transformation over the next five years.
With a staggering estimated cost of US$8.38 billion, the AAID represents a significant financial commitment and a test of Liberia’s ability to mobilize resources effectively. The government plans to shoulder 30% of the cost, approximately US$2.5 billion, while relying on development partners, private sector investments, and other stakeholders to contribute the remaining 70%.
The AAID is structured around six core pillars, each representing a critical area of national development. Economic Transformation is allocated US$1.59 billion, focusing on boosting trade, investment, and industrial growth. Infrastructure Development, the largest allocation at US$2.57 billion, aims to address Liberia’s longstanding challenges in roads, energy, and telecommunications.
Governance and Anti-Corruption will receive US$0.81 billion, underscoring the administration’s emphasis on accountability and institutional reforms. The Rule of Law pillar, budgeted at US$0.62 billion, aims to strengthen justice systems and enhance public trust in legal processes. Environmental Sustainability, with an allocation of US$0.42 billion, highlights Liberia’s commitment to combating climate change and preserving its natural resources. Lastly, Human Capital Development, the second-largest allocation at US$2.37 billion, prioritizes education, healthcare, and skills training to empower the country’s workforce.
The funding sources for this ambitious plan reflect a diversified approach. While the government will provide a substantial share, the private sector is expected to contribute US$2.7 billion, equivalent to 35% of the total cost. Grants and NGO activities will account for US$1.9 billion (25%), and diaspora remittances are projected to contribute US$0.7 billion, representing 10% of the total funding.
During the launch event, President Boakai highlighted the transformative potential of the AAID, describing it as a roadmap to achieving sustainable development and addressing the nation’s pressing challenges. He emphasized the importance of collaboration between the government, private sector, and international partners in ensuring the plan’s success.
“The ARREST Agenda is not just a plan; it is a vision for Liberia’s future,” President Boakai remarked. “It reflects our collective aspirations for a prosperous, equitable, and sustainable nation.”
