CAPITOL HILL, MONROVIA — National Port Authority (NPA) Managing Director, Hon. Sekou Hussein Dukuly, finds himself under intense scrutiny as the House of Representatives launches a full-scale investigation into allegations of assault, humiliation, and unlawful suspension of employees at the Samuel Alfred Ross Port in Greenville, Sinoe County.

The House took action during the 5th Day Sitting of the 4th Session in October 2025, following a formal communication from Sinoe County District #2 Representative, Hon. Alex S. Noah. In his request, Rep. Noah demanded that Dukuly appear before Plenary to provide explanations for reports that several port workers, his constituents from District #3, were allegedly flogged, publicly disgraced, and indefinitely suspended under the directives of the Port Director.

Describing the reported actions as “appalling and unacceptable,” Rep. Noah warned that such conduct is a gross violation of human rights and undermines national labor standards. “In this age and time, it is dehumanizing for employees to be assaulted, humiliated, and suspended without due process by their senior managers,” he said, emphasizing the potential erosion of workplace fairness and accountability.

Responding to the allegations, Plenary instructed the Committees on Maritime and Judiciary to conduct a comprehensive investigation, engage all relevant authorities, and submit their findings within two weeks. The House’s directive places Dukuly squarely at the center of a probe that raises serious questions about his leadership and the protection of workers’ rights at one of Liberia’s key ports.
