MONROVIA – The Secretariat of the National Elections Commission of Liberia (NEC-Liberia) has described the Commission’s draft Strategic Plan as a roadmap to consistently deliver credible, transparent, and inclusive elections for the Liberian people.

The NEC Secretariat highlighted that the 2023 General Elections marked a pivotal milestone for Liberia, particularly with the successful introduction of Biometric Voter Registration (BVR), which demonstrated the Commission’s capacity to innovate and adapt to new technologies.

Speaking on Friday, October 24, 2025, in Buchanan, Grand Bassa County, Mr. Anthony K. Sengbe, NEC Head of Secretariat and Executive Director, emphasized that the 2023 elections were not merely a milestone but a foundation upon which the Commission can build a stronger electoral future. He delivered the closing remarks at the recently concluded Visioning Workshop for the development of the new Strategic Plan.

Mr. Sengbe urged members of the Board of Commissioners (BoC) and executives of the Secretariat to embrace collaboration and collective effort in sustaining and enhancing the Commission’s achievements. “We are not merely reacting to these changes; we are positioning ourselves to lead them, ensuring that our processes remain not only relevant but exemplary,” he said.

The Visioning Workshop, jointly funded by NEC and UNDP-Liberia under the Liberia Electoral Support Project (LESP), set clear and measurable goals while developing the mission, vision, and core values that will guide the Commission over the next five years, covering 2026 to 2030.

Reflecting on the evolving technological landscape and the dynamic political environment, Mr. Sengbe noted that these changes will propel the NEC forward and improve its electoral management processes. He called for a spirit of commitment to continuous improvement and reminded participants that they are not just managing elections but safeguarding Liberia’s democratic future.

The draft Strategic Plan introduces principles such as inclusiveness, innovation, accountability, transparency, and technology-driven operations. It envisions a modernized Electoral Commission where candidates can register from homes, offices, or even abroad.

Additionally, the plan outlines a digitalized Electoral Management Body (EMB) where domestic and international observers, as well as party agents, can be accredited online, streamlining participation in the electoral process.

Mr. Sengbe stressed that technology and innovation will be central to future elections, noting that digital tools can enhance efficiency, reduce administrative bottlenecks, and increase public trust in the Commission’s work.

The NEC Secretariat reiterated its commitment to building an electoral system that is resilient, inclusive, and adaptive to the demands of a modern democratic society, aiming to strengthen confidence among Liberians and international partners alike.
