CIVIL SOCIETY GROUP DEMANDS INVESTIGATION INTO ALLEGED FRAUD IN CTN CONTRACT RENEGOTIATION

MONROVIA – The Alliance of Pro-Democracy and Civil Society Organizations has called on the Government of Liberia to immediately launch an investigation into what it describes as “fraudulent misrepresentation and document tampering” in the renegotiation of the Cargo Tracking Note (CTN) contract involving Global Tracking and Maritime Solutions (GTMS).

In a strongly worded press statement issued on Saturday, April 5, 2025, and signed by Secretary General Henry T. Williams, the Alliance expressed alarm over what it termed as unorthodox and deceptive conduct allegedly carried out by Madam Aminata Bangura, Managing Director of GTMS Liberia, Inc.

The group alleged that Madam Bangura unilaterally substituted GTMS Holding Ltd with GTMS Liberia, Inc. during the contract renegotiation without the knowledge or approval of the original contractor, GTMS Holding UK, the majority shareholder. This, the Alliance stated, constitutes a clear breach of contractual identity and a fraudulent act.

More troubling, according to the Alliance, is the reported use of a fake document titled “CTN 2018 LIB Agreement,” which it claims contains fabricated signature pages and altered front matter. The organization warned that such actions not only violate Liberian anti-fraud laws but also have potential legal consequences under international anti-fraud statutes.

“While we support business ventures that promote national development, they must be devoid of deceptive and unlawful practices,” the statement said. “Madam Aminata Bangura’s unilateral decision to renegotiate a major national contract without the involvement of the CEO of GTMS Holding UK speaks volumes and raises red flags.”

The group emphasized that the credibility and legality of the renegotiated CTN contract are now under serious scrutiny. It urged the government to swiftly probe the matter to determine the extent of the alleged tampering and hold all culpable parties accountable.

The Alliance concluded by reaffirming its commitment to promoting transparency, accountability, and the rule of law in public and private sector engagements, especially those involving national resources and services.
