NEW YORK, UNITED STATES – Liberia has warned the United Nations Security Council that repeated failure to turn its decisions into action is weakening the institution’s authority while leaving civilians exposed to prolonged suffering and narrowing the prospects for peace in the Middle East.
The warning came from Liberia’s Minister Plenipotentiary and Deputy Permanent Representative, H.E. Baba Sillah, during the Council’s meeting on August 26.
Sillah argued that the international body’s effectiveness ultimately depends not only on the decisions it adopts but on whether those decisions are implemented.
He said persistent gaps between Security Council decisions and action on the ground are reducing opportunities for peace and undermining confidence in the institution’s legal authority.
Against that backdrop, Liberia presented three immediate steps it believes the Council should pursue to help move the Middle East closer to a sustainable settlement.
The first involves stopping the advancement of tenders for settlement construction in the E1 area. The second calls for all parties to fully implement the Gaza transition framework. The third urges stronger intervention by the Council to protect the conditions necessary for a viable two-state solution.
Sillah gave particular attention to plans involving 1,234 housing units in the E1 area, which he said are part of a broader plan for 3,401 units.
The Liberian diplomat argued that developments in the area have implications far beyond housing, warning that settlement expansion could affect the territorial integrity and political viability of a future Palestinian state.
His intervention effectively framed the issue as a test of whether the Security Council can protect the foundations of a political solution while conflict and competing territorial claims continue to shape realities on the ground.
Liberia’s concern also extends to the humanitarian consequences of prolonged inaction.
Sillah said failure to implement Council decisions creates fewer opportunities for peace and contributes to continued civilian suffering.
For Liberia, the credibility of the United Nations is therefore directly connected to its ability to act on the principles and decisions it establishes.
The country’s position is not presented as a new departure from its foreign-policy outlook.
Sillah invoked Liberia’s historical support for the international framework that promoted the establishment of separate Arab and Jewish states, arguing that Monrovia’s commitment to peaceful coexistence remains unchanged.
That historical reference gives Liberia’s latest intervention a broader diplomatic context, linking its current position to a longstanding preference for a negotiated settlement rather than indefinite conflict.
Sillah emphasized that sustainable peace will depend heavily on the speed and decisiveness of Security Council action.
