MONROVIA, LIBERIA – Dr. Josiah F. Joekai, Director-General of the Civil Service Agency (CSA), has announced significant reforms aimed at improving transparency and accountability in Liberia’s civil service sector. Speaking at the Ministry of Information, Cultural Affairs and Tourism (MICAT) press briefing on January 23, 2025, Dr. Joekai emphasized the CSA’s ongoing commitment to enforcing the National Remuneration Standardization Act and addressing irregularities within government payroll systems.
Dr. Joekai disclosed alarming payroll discrepancies within the House of Representatives, which he revealed are costing the government $1.57 million annually. He reaffirmed the CSA’s commitment to eliminating such duplications and ensuring strict compliance with payroll guidelines to safeguard public funds.
In addition to addressing payroll irregularities, Dr. Joekai highlighted progress on two key initiatives: the National Pension Payroll Transition and the Salary Top-Up Initiative. According to him, over 400 retirees have successfully been transitioned to the national pension payroll system, ensuring that retirees receive their rightful benefits.
The Salary Top-Up Initiative, designed to address wage disparities among critical sectors such as education, healthcare, and security, was another focal point. Dr. Joekai explained that this program seeks to ensure equity and fairness in compensation, particularly for teachers, health workers, and security personnel, who are essential to the country’s development.
These reforms, he noted, align with President Joseph Nyuma Boakai’s vision for national development, which prioritizes equity, transparency, and accountability in public service. Dr. Joekai assured the public that the CSA remains steadfast in its efforts to create a more efficient and accountable civil service system, which will contribute to Liberia’s broader development goals.
