GAC LAUNCHES SECOND PHASE OF DOMESTIC DEBT AUDIT

MONROVIA, LIBERIA – The General Auditing Commission (GAC) announced the commencement of the second phase of its Domestic Debt Audit on Monday, February 17, 2025. The audit will cover fourteen counties in Liberia, with field visits scheduled from February 20 to February 28, 2025.

The GAC urges all individuals with claims from the period 1980 to 2024 to report their claims to the audit team. The team will be stationed at the County Administrative building in each of the designated counties from Wednesday, February 19, 2025, between 9:00 a.m. and 5:00 p.m. Claimants are required to present all supporting documents and evidence related to their claims.

The field visits will be conducted by four separate audit teams, with each team visiting different counties on specific dates. Team 1 will begin in Nimba County from February 20 to 24, then move to Bong County from February 25 to 26, followed by Margibi County from February 27 to 28.

Audit Team 2 will start in Sinoe County on February 20 and 21, followed by Rivercess County on February 22, and Grand Bassa County from February 24 to 26. Team 3 will visit Lofa County from February 20 to 21, Bomi County on February 22 and 23, and Gbarpolu County from February 22 to 24. Grand Cape Mount County will be visited on February 25.

Audit Team 4 will begin in Grand Kru County from February 20 to 21, followed by Maryland County on February 22 and 23, River Gee County on February 24, and Grand Gedeh County from February 25 to 26.

The GAC also reminded all claimants who failed to submit their claims during the first phase of the validation period that they can now submit them during this second phase. Claims that were deemed inadequate or not accepted in the initial phase can also be resubmitted with the necessary corrections.

To ensure proper documentation, claimants are instructed to submit original copies of relevant documents. For claims related to goods, services, works, and professional services, required documents include Local Purchase Orders (LPOs), invoices, delivery notes, certificates of completion, contracts, business registrations, and tax clearances. For rental and lease claims, contracts, title deeds or letters of administration, and evidence of real estate tax payment must be submitted. Additionally, instruments such as Permanent Claims Commission/Promissory notes, confirmation letters from the Ministry of Finance and Development Planning, Ministry of Justice, and the Central Bank of Liberia (CBL) are required.
