LRA REJECTS FORGED DOCUMENT FALSELY ATTRIBUTED TO CG JALLAH – WRITES NATIONAL SECURITY AUTHORITIES FOR INVESTIGATION

MONROVIA – The Liberia Revenue Authority (LRA) has formally rejected as fraudulent a document circulating on social media and being reported by some media outlets that falsely purports to be an official “Confidential Intelligence Brief” issued by the Authority and attributed to its Commissioner General, Hon. James Dorbor Jallah.

The matter has been formally referred to the Ministry of Justice for investigation, with copies forwarded to the National Security Agency (NSA) and the Office of the National Security Advisor to the President for appropriate action under the laws of the Republic of Liberia.

The document, captioned “Security, Revenue Leakage, and Organized Smuggling Risks at Roberts International Airport (RIA),” bears the date January 6, 2026, and purports to have been prepared by a so-called “Confidential Intelligence Cell.” It unlawfully carries the name and title of the Commissioner General together with the name of the Liberia Revenue Authority in an apparent attempt to create the false impression that it is an authentic LRA document.

The LRA categorically states that the Commissioner General neither authored, commissioned, approved, nor endorsed the document. It did not originate from the Liberia Revenue Authority, nor does it represent the position, findings, or official communication of the Authority. The unauthorized use of the names and identities of both the Commissioner General and the LRA constitutes a deliberate act of misrepresentation intended to mislead the public regarding the document’s authenticity.

Commissioner General Jallah first became aware of the document on Wednesday, July 15, 2026, after receiving a copy from a member of the media seeking to verify its authenticity. Upon reviewing it, he immediately confirmed that neither he nor the Liberia Revenue Authority had any involvement in its preparation or circulation.

Commenting on the matter, Commissioner General Jallah said:

“I wish to state unequivocally that I did not author this document, nor did the Liberia Revenue Authority prepare, authorize, or endorse it in any form. It is a forgery that falsely uses my name and that of the Authority to create the appearance of official legitimacy. I have formally referred this matter to the appropriate authorities for investigation and urge the public not to regard this document as genuine.”

The Liberia Revenue Authority considers the fraudulent use of the identity of a public institution and that of its Commissioner General to be a matter of serious concern. Accordingly, the Authority has requested that the relevant security and law enforcement institutions investigate the origin, authorship, publication, and circulation of the forged document and take appropriate action against those responsible.

The LRA respectfully urges members of the public, media institutions, and all stakeholders to disregard the document and refrain from publishing, sharing, or relying upon it as an authentic communication of the Authority. The LRA also appreciates media practitioners who sought verification before publication and encourages all journalists and media organizations to continue verifying documents purporting to originate from the Authority through its official communication channels.

The Liberia Revenue Authority remains committed to transparency, professionalism, institutional integrity, and the faithful discharge of its statutory mandate. The Authority will continue to cooperate fully with the relevant investigative agencies and will provide further information as appropriate.
